The GNOME desktop relies on a configuration database backend (DConf) to store system and application settings.

The desktop comes with default configuration settings, installed applications add their own to the database.

The basic configuration is done either via the GNOME System Settings panel (gnome-control-center) or the preferences of the individual applications.

A direct configuration of the DConf database is always possible as well and performed with the gsettings command line tool. In particular it can be used to configure settings which are not exposed via the user interface.

Cant open gnome settings

Try in terminal "gnome-control-center" and see what error. Usually reboot can bring it back.
